Town of Maine Interferes in Broome Tech Park Planning Process

We are writing to update you on a troubling new development that occurred just before the holidays last month in which the Town of Maine took legal action in an effort to block the comprehensive and ongoing planning for potential development of the tech park. Just before Christmas 2025, the town quietly filed an Article 78 proceeding challenging the Broome County IDA’s authority to purchase property. The town sought a restraining order to prevent the IDA from having any meaningful conversations with property owners about potentially buying their land. The court initially granted the town’s request, and the IDA was temporarily no longer able [...]

IDA response to Town of Maine action 12/19/25

Just ahead of the Christmas holiday, the Town of Maine took legal action to try to prevent the Broome County IDA from communicating with landowners who are participating in — or even merely interested in learning more about — our preliminary work to explore the possibility of developing the Broome Technology Park in the towns of Maine and Union. It is one thing to file a lawsuit seeking to block individuals from exercising their ability to control their own property — a fundamental right that dates to this country’s founding. It is another to, as was done in this case, [...]

Stacey’s Remarks, December 16th 2025: Town of Maine Board Meeting

Good evening and thank you to Supervisor Napierala and the members of the town board for giving me a few minutes to speak tonight.   My intention for this evening is to give you a brief update on where we are in the process of exploring the conceptual development of the Broome Technology Park. And please keep in mind, this is a very lengthy process. If you take one thing away from my remarks this evening, I hope it is this:   A great deal of time, effort, analysis, and care is going into our process to ensure that this [...]

Building a High-Tech Future for the Southern Tier

The Southern Tier's Potential Southern Tier IDAs have joined forces to release the New York Southern Tier Cleantech Strategy—a regional blueprint developed by the Newmark Group designed to position our area as a major player in clean energy and advanced manufacturing. The study identifies high-growth industries like energy storage, clean transportation, and semiconductor packaging as key drivers of Upstate New York's economic transformation. By pairing existing R&D assets with targeted infrastructure upgrades and workforce development, the Southern Tier is laying the groundwork for high-quality jobs and long-term prosperity. The collaborative blueprint highlights five key sites that are well-positioned to attract [...]

The Future of the Broome Tech Park

How will Broome grow? In August, the Wall Street Journal profiled local families working hard to make ends meet, a reminder that affordability remains a daily challenge for many of our neighbors. For those of us who call Broome home, that story underscored a simple truth: development should serve the public good by creating opportunities across the county, from Maine to Binghamton to Kirkwood. That’s why we continue to pursue the Broome Technology Park. For too long, we’ve watched neighboring regions attract new jobs and investments that bring higher wages, homeownership, and upward mobility within reach for more families. Completing [...]

Envisioning the Broome Tech Park, One Step at a Time

What's to come?   To date, significant environmental impact assessment analysis has been completed. The full depth and breadth of the topics to be addressed in the GEIS  are outlined in a “Scoping Document” made available for public comment last year. The Scoping Document is available for review here. We’re now completing the remaining studies and validating data to produce a draft GEIS for public review and comment. For example, we recently conducted additional fieldwork to evaluate existing wetlands; we reviewed maps, photographs, and soil samples, and we have been identifying plants and wildlife to better understand how this project could [...]

A Look at the GEIS Process

How did we get here? Under New York State’s Environmental Quality Review (SEQR), the Agency is the Lead Agency for the coordinated review of the Broome Technology Park project. This coordinated review involves participation with state and local agencies. The GEIS is a part of that SEQR process. A GEIS is designed to evaluate the environmental, social, and economic impacts of major projects such as the Broome Technology Park. But what actually is this document? The GEIS is a comprehensive study that looks at how a proposed development could impact the natural environment (like water and open spaces) and the [...]

Broome County’s Edge: Affordability, Accessibility, Quality of Life

By: Stacey Duncan, CEO, Leadership Alliance Across Upstate New York, economic momentum is building. From advanced manufacturing to clean energy innovation, new investments are rewriting the story of our region. But as this renaissance accelerates, the communities that will benefit most are those equipped not only with shovel-ready sites, but also with something even more important: a quality of life that makes people want to come here to work and stay to put down roots. Broome County has that advantage. Our affordability, accessibility, and strong quality of life position us to capture the next wave of investment and job growth [...]

Quantum in Colorado and Batteries in Broome: A Blueprint for Tech-Driven Growth

When Colorado recently broke ground on its new Quantum Tech Park—a 70-acre site dedicated to advancing quantum research and creating thousands of jobs—it demonstrated the power of focused, strategic local investment. This project, backed by significant federal and state funding, serves as a clear model for how place-based innovation can shape regional economies by leveraging unique local assets. In Broome County, we are pursuing a similar, ambitious vision. Our strategy is built upon our existing strength as a national leader in battery innovation and advanced manufacturing. This vision is anchored by the Broome Tech Park, a 526-acre development spanning the [...]

NYISO Releases Power Trends 2025

The New York Independent System Operator (NYISO) released Power Trends 2025, the company’s annual state of the grid and markets report. Power Trends 2025 details how reliability margins continue to decline as fossil-based generation retires and new supply resources are not keeping pace with expected demand growth. Further, the report examines the impact on the electric system from an increase in large loads, such as semiconductor manufacturing, generative AI and data center projects. “The grid is undergoing rapid and instrumental change,” said Rich Dewey, President and CEO of the New York Independent System Operator. “We continue to observe declining reliability margins while [...]
